Ir Lai was Government Chief Information Officer of the HKSAR Government from January 2012 to January 2015. His responsibilities included developing appropriate E-Government programmes, controlling IT expenditures, promoting IT in the community and the business sector, facilitating local IT industry, bridging the digital divide, and championing the adoption of new technologies and the development of innovative applications and services. 

Prior to joining the Government, Ir Lai was the Head of Information Technology at the MTR Corporation Limited where he was responsible for providing a vision and direction for information technology within the Corporation and its subsidiaries.  Ir Lai also held senior managerial positions at The Hong Kong Jockey Club (HKJC) in Hong Kong and Australia where he played a key role in HKJC's computerization and business transformation journey, and in their adoption of advanced technology and development of innovative solutions.

Ir Lai has served as a board director of a number of corporations and has held many positions in public services and higher education institutions, including President of the Hong Kong Computer Society, President of Asia Pacific Information and Communications Technology Confederation, Chairman of PolyU's Department of Computing Advisory Committee, Chairman of Computer Science Departmental Advisory Committee of City University of Hong Kong, and also Adjunct Professor of the Graduate University of Chinese Academy of Sciences and the Zhongshan Institute of the University of Electronic Science and Technology of China. 

In recognition of his contribution to the development and promotion of IT, Ir Lai was awarded the Bronze Bauhinia Star in 2004. He was appointed a Justice of the Peace in 2001. 

Ir Lai was once Interim Vice President (Administration) of PolyU after his retirement.
